The purpose of this research is to know process of Implementation of Tri-Nga to instill Nobel Character in Civic Education course and student activity in implementing Tri-Nga to instill nobel character in Civic Education Lecture. The reaserch is a type of qualitative research. This study is based on data that would be studied is the activity of students in the nobel character inculcation on civic education lecture. Instrument in this study is reaserch herself with assisted interview guidelines, observation, and documentation. Data analysis technique used refers to data analysis technique developed bo moleong. Data validity checking used the degree of trust (credibilly). The result of data analysis showed that students have implemented nobelcharacter by applying Tri-Nga theory well. The development of nobelcharacter was implemented in the Civic education lecture through cognitive moral approach. Inculcation value approach, and value clariffication approach. Student activity in Tri-Nga implementation on Civic education lecture which they know, realize and believe and where he wouldcarried out out the following moral values: 1). Own and develop tolerance, 2). The growth of self-discipline, 3). Developing work ethic, 4). Having a sense of responbility, 5). Having a sense of openness, 6). Able to think positively, 7). Developingself-potential, 8). Have togetherness and mutualcooperation, 9). Mutual respect, and 10). Growing honesty.
