Penelitian pengembangan ini bertujuan untuk menghasilkan perangkat pembelajaran kimia yang bercirikan pembelajaran pendekatan inkuiri berbasis PBI pada materi larutan elektrolit dan non elektrolit dengan kriteria valid, praktis dan efektif. Model pengembangan mengacu model 4-D pendefinisian, tiga fase pertama dihasilkan perangkat pembelajaran. Fase kedua proses validasi dan ujicoba perangkat. Ujicoba dilakukan dengan mengikuti sintaks pembelajaran berbasis inkuiri dan PBI . Fase ketiga sosialisasi kepada guru SMA di Makassar. Subyek penelitian adalah siswa SMA Katolik Rajawali Makassar kelas X-A sebanyak 36 orang. Instrumen penelitian yang digunakan meliputi lembar validasi perangkat, instrumen lembar observasi (kemampuan guru dalam mengelola pembelajaran, keterlaksanaan perangkat pembelajaran,  aktivitas siswa  dan guru), angket respon siswa terhadap pembelajaran dan tes hasil belajar. Hasil penelitian ini diperoleh prototipe perangkat pembelajaran kimia meliputi buku siswa, rencana  pelaksanaan pembelajaran, lembar kegiatan siswa, dan tes belajar materi larutan elektrolit non elektrolit dengan kriteria valid, praktis, dan efektif. Kata kunci: Pendekatan inkuiri berbasis PBI, valid, efektif, praktis   ABSTRACT The aim of this development research is to produce chemistry learning device with inquiry approach based on PBI at electrolytes and non-electrolytes as a subject matter with criteria of valid, practical, and effective. Development model refers to 4-D defining, the first three phases produced learning device. The second phase of validation and device testing. Test conducted with following syntax learning based on inquiry and PBI. The third phase socialization to high school teachers in Makassar. The research subject were 36 students class X-A of SMA Chatolic Rajawali Makassar. Research instrument include the validation sheet, observation sheet (capability of teacher to manage learning, learning device process, students and teacher activity), students respons questionnaire of learning and achievement test. This research was obtained prototype chemistry consist of students book, lesson plan, learning device, student activity sheet, and electrolyte non electrolyte subject test with valid, practical, and effective criteria.
