The purpose of this study is to determine: first, the influence of financing the budget to improving the quality of education, second, the influence of the budget toward a balanced scorecard and  third the influence of balanced scorecard to improve the quality of education. The population of this study is the Head of Vocational High School in East Jakarta Administrative Region of the total sample of 178 people with 30 people. To present the data used descriptive analysis and path analysis. Conclusion the study showed: first, arranged financing the budget of central government, regions, schools and communities to improve the quality of education in accordance with internal and external customer expectations. Second, supervision through a balanced scorecard technique to improve the quality of education by performing financial analysis, customer, business organizations, educational institutions of learning and growth in the future. This research contributed: first, central and local governments should give full autonomy or authority to the school for the school budget plan budget to suit the needs of each school. second, the internal officials such as the Inspectorate, the superintendent at the level of service and principals, KPK and BPKP and more oriented to the improvement of the quality of education. And third, the budget drawn up by the government and schools serve as a benchmark in the field to see whether the implementation is in conformity with the plan, of course, supervisor develop measuring tools and guidelines.
